Northeast Tennessee Regional
Stormwater Planning Group

The Northeast Tennessee Regional Stormwater Planning Group was formed in 2001 with the goal of implementing a regional stormwater management program in response to Environmental Protection Agency’s Phase II Stormwater Regulations.  The members of the group are Sullivan and Washington Counties, the Cities of Elizabethton, Johnson City, Bristol and  Kingsport. The group's goal is to develop uniform standards for stormwater management dealing with pre and post construction activities, educational programs, and local stormwater ordinances.  This group is a model for regional cooperation and commitment of dealing with the issue of stormwater/non-point source water pollution.

Environmental Health Science Laboratory
East Tennessee State University

The Environmental Health Science Laboratory’s effort was to conduct pollution source identification on Sinking Creek.  To reduce these impacts required a primary focus on controlling runoff impacts from rural and urban-based activities in the watershed.  This effort is part of a watershed pollution reduction plan that defines the overall strategy and targets pollution prevention activities in critical areas of the Sinking Creek Watershed.   The specific goal was to complete chemical and bacterial sampling at selected sites, analysis of data and recommendation of sites for implementation of Best Management Practices.

Department of Technology and Geomatics
East Tennessee State University

The Department of Technology and Geomatics conducted land use surveys on Sinking Creek in Washington and Carter Counties.  The surveys conducted included septic tank usage, wildlife abundance, agricultural land-use, improper waste disposal and illicit discharges.  These surveys will become a major piece of the effort to determine sources of fecal pollution that has led to Sinking Creek being included on Tennessee’s impaired waters list.
